I chose settlements because you are safe upon arrving there. Now, just totally undress yourself and fast-travel between a few locations (I fast-travelled to Goodneighbor, Diamond City market, Sanctuary Hills and Abernathy Farm). You will meet her in the Combat Zone (you will eventually get a miscellaneous objective to investigate there, by overhearing a Diamond City guard, I think).
